Can a light ray be reflected completely?I mean,no part of it will get refracted.

No , Never as at the interface of two mediums always their is absorption , reflection & refraction of light wave . As light constitute of small energy packets called quantums or quantas . Which is explained in wave optics .

Practically no.
Theoretically yes.
Since, there is still no object found on earth which is reflecting completely. But for simplicity, we use complete reflection.
